Your telegram No. 109.

On receipt of Hong Kong telegram No. 9 to me

repeated to Colonial Office, the Military Attaché

raised the subject with the General Staff. As the

reply promised by the latter has not yet been forth-

coming, I agree that we should now proceed as suggested

in your telegram under reference, releasing the men

gradually and ostensibly on medical grounds.

Repeated to Hong Kong telegram No. 36, Shanghai

telegram No. 75 for Chungking telegram No. 32.
